The first, and the easiest, is by direct flight. Mactan Cebu International Airport is served by various International Airlines.
The alternative is to fly to Manila and take a domestic flight to Cebu-Mactan / Bohol-Panglao (Tagbilaran) Airport. From the capital city flights to Cebu or Bohol-Panglao are offered several times a day.
Arrived at Cebu City or Bohol-Panglao you get different possibilities to transfer to Cabilao Island.

Another way is to catch the FastCat, Lite Ferry 88 or the Starcraft-Ferry to Tubigon.
